Joseph Arthur Frank (Joe), 81, of Newport, PA passed away on Monday, January 13, 2025. Joe was affectionately known by several nicknames throughout his life, including Tank, Joey, Dad, and Pop-Pop. He was born to the late Archangel and Philomena Frank on July 15, 1943 in Philadelphia, PA and grew up with his older brother Peter in Chester, PA. Joe often shared favorite childhood memories of his time in Chester, including playing basketball with his friends and walking to the theater to enjoy one of his favorite pastimes, watching movies. He graduated from St. James Catholic High School for Boys in 1961 and attended Penn State for one year before enlisting in the Coast Guard where he served for four years. Joe met the love of his life, Gail Watson, on vacation in the Pocono Mountains in 1968 and together they were blessed with fifty-six years of marriage. Soon after he met Gail, he finished his Bachelor's degree in Sociology at Kutztown University. Joe worked in management at Highmark for 27 years before moving to Newport, PA with Gail to spend their retirement years in a log cabin nestled in a hollow surrounded by trees, birds, and other wildlife. Joe also leaves behind three daughters, Jessica Coover, Beth Seaman, and Maggie Bilheimer. His girls treasured their father’s sense of humor, generosity, and never ending support. He was also deeply loved by his seven grandchildren, Max Pascoe, Henry Coover, Lucy Pascoe, Kyler Seaman, Connor Seaman, Emma Pascoe, and Kelly Seaman. When he wasn’t at the local coffee shop enjoying a vanilla latte, he was watching his favorite television shows and movies, helping Gail babysit their grandchildren, reading a mystery or thriller book, or playing with one of his electronics. A celebration of Joe’s life will be held with immediate family at a later date. In lieu of flowers, donations may be made to Highland United Presbyterian Church, 11 Church Road, Newport, PA 17074.
